Know how to code a system floating window using Powerplant?

Would anyone have an idea on how to code a system wide floating window within Powerplant?
I almost got it to work, but the last problem I have is the click through behavior when the application is background. The end result that I want is a bit comparable to the speech recognition window that Apple uses.
