If you're looking for links, any links, on every topic, then this mailing list will make you happy. Every week, you'll receive a new crop of featured Web sites with annotated links, about ten in each issue.
The links tend to be eclectic - for example, when I was looking at the archives, I couldn't help but click on a site called Air Travel Complaints. In the same issue, there was a link to a site called Web Math, which purports to be able to solve math problems on the fly... but this is supposed to be about the Franjieh mailing list.
The companion Web site gives you the opportunity to submit link suggestions for inclusion in the newsletter (which could be a good place to submit your site if you've been looking to increase traffic), as well as a place to voice your views with the ubiquitous poll. Don't bother with the contest, though. The prize isn't worth the time it will take you to enter. Not that it's a bad prize, but you can get it very easily without doing so much work.
