The MAIL-CO WEB DIGEST is a potpourri of things. As they describe themselves, they feature "tips on e-zines, lists, links, Internet resources, better computer usage, downloads, and includes an article on promotion, or marketing. Submit questions, articles and tips, items of interest. Sent bi-weekly. We subscribe to a lot of newsletters, e-zines and lists. This is why it's called a digest. We try to bring you the 'Best of the best' from the rest." This is sort of like a List of Lists.
The basic concept here at TechMailings is that we archive lists and then review as many as is humanly possible each week. I don't think *anyone* could cover them all. So I certainly understand the appeal of having someone else read as many e-zines as possible and then cherry pick the best of them for the subscriber.
Rather than go through all the tidbits, I decided to see what the articles were like. Here's the lead to one of them:

This seemed like pretty common sense stuff to me. The rest of the article gave the standard warnings and recommendations; it included warnings and reminders that lots of us still need.
